Vladislav Surkov, Administration Deputy, said, God sent Putin and Kadirov to Russia, did he mean it?
He meant it as much as ANY politician means anything. Both Kadyrov and Putin are popular with their constituents, so it was likely more a statement to further his popularity than anything else. Were it not for constitutionally mandated limitations, Putin could have run for a third term and likely won. The statement was probably made in favour of the two to simply further his own political ambitions. Much like your Lincoln's Emancipation Proclamation. The Emancipation Proclamation essentially DID nothing, although many think it "freed the slaves". A careful reading, however, reveals that it actually did nothing of the sort. It basically said that states that had no slaves could not have slaves (yes? so?) and that states that HAD slaves could KEEP their slaves as long as they stayed with the Union. Ironically, slave states that STAYED with the Union could still have slaves, whereas slave states that seceded from the Union weren't going to pay too much attention to UNION regulations any road. It was basically a political statement is my take. No one really knows how much he meant it, other than Surkov himself.
